Your first step is to contact Malta Enterprise and obtain approval for your project. Once approved, INDIS will assist you in identifying the ideal space tailored to your business requirements. One of the services offered by INDIS is to ensure that Government owned Industrial Estates remain well-maintained and upgraded in line with modern business standards. This encompasses cleanliness, maintenance, and addressing any infringements or issues within our estates.
To facilitate the process of applying for Temporary Road Closure/Restriction Permit & Temporary No Parking Notice Permits within INDIS’ Estates, tenants are requested to follow the procedure as follows.

Endorsement of drawings for Planning Authority Application
When applying for a Development Notification Order (DNO) under Class 16 of S.L.552.08 on any INDIS allocated space, we are here to help.
INDIS will provide guidance to facilitate the process and the Endorsement of the drawings before the Planning Authority application.

Requests to allow Bank to register a hypothecary charge over the property.
Emphyteutical deeds provide for the possibility of hypothecating the property to secure bank loans, subject to INDIS’ policy requirements being satisfied.
INDIS currently considers acceding to such requests for the purposes specified hereunder:
(a)Â Â Â Â Â Â Â To carry out improvements on the site or property, including expansions.
(b)Â Â Â Â Â Â Â To invest in machinery and equipment to carry out the activities and
(C)Â Â Â Â Â To secure working capital and other related revolving credit facilities.

Tenants are contractually obliged to inform INDIS of any change in shareholding within their company. This obligation is listed in any contract signed with INDIS, whether it is a lease or an emphtyeutical deed.

Tenants who accept the option to extend the lease or emphyteutical term, shall exercise the option by giving notice to INDIS, not less than three (3) months and not earlier than one (1) year prior to the end of the initial term and to the first extended term, specifying the period, within the said limits, for which the option is being exercised. To streamline the process of using INDIS premises as a registered address, two types of requests are considered: one for the company's own use and one for third-party companies. Detailed checks ensure compliance with valid agreements, payment status, and absence of breaches. Approval procedures vary for own use and third-party use, with associated fees depending on the number of companies involved.
